William "Bill" F. Underwood II, CGFO, CGFM

William “Bill,” F. Underwood, II, works by the motto “Show
Me”, which he learned when he received his Bachelor of Arts, from
the University of Missouri (1977). Bill continued his education by working
on his master’s degrees in Urban Planning, and Economics before
finally completing a Masters of Business Administration, from Nova University
(1993). He holds certifications as a Data Processor (CDP, May 1987), Government
Finance Officer (CGFO, November, 1992), Government Financial Manager (CGFM,
August, 1996).
Bill is a member of the International City/County Managers Association,
the Florida City/County Managers Association, and the Government Finance
Officers Association since 1987, and currently serves on the “Committee
on Retirement and Benefits Administration”. He served as President
(1997/98) of the Florida Government Finance Officers Association (FGFOA),
the Florida Government Finance Officers Educational Foundation (1998/2000),
and the Palm Beach County Chapter of FGFOA.
At present, he serves as an advisor to the Florida Municipal Investment
Trust, a $650 million local government investment pool, and is a member
of the Florida League of Cities Fiscal Stewardship Committee. Bill has
also been a member of the Florida Utility and Telecommunications Legislative
Policy Committee, Florida Municipal Finance and Taxation Legislative Policy
Committee, Florida Retirement System Unfunded Actuarial Liability Work
Group (1998).
Bill has presented seminars to the GFOA, FGFOA and Florida Association
of City Clerks participants. Further, he lectured Taiwanese finance officials
at Nova Southeastern University and private groups on topics ranging from
data processing, and bond issuance to cash management. He published “Selecting
A Pension Fund Advisor” in the February 2001 issue of American City
and County Magazine. He has also served as an instructor at both Indian
River Community College, and Palm Beach Community College.
Bill has been employed in government for approximately 28 years; as the
Director of Administrative Services and Finance for the City of Belle
Glade (1979 – 1993), and the Director of Administrative Services
for City of Stuart, Florida (1993 – 2003), Director of Budget and
Finance for the Town of Davie, Florida (2003 – 2007) and currently
service as the City Manager for the City of Belle Glade.
Bill is married to Perla Dominguez of Belle Glade and they have two sons
and one granddaughter.
